Application for Variance, Site Plan, and Architectural Review and a Variance the Northern Queen Inn expansion project

PROJECT: Application to the Planning Commission for a Site Plan for the expansion of the Northern Queen Inn to add an 8,400 square foot building to accommodate 20-motel units, and 12 new 1,050 square foot cabins.  The project site encompasses one parcel with two APNs: 05-490-19 and 37-050-02. The proposed expansion will bring the total number of units to 108. The new motel building is proposed to be located within an existing parking lot, displacing 38 parking spaces.  Parking will be reconfigured around the new building  to replace 25 of the spaces. Two of the proposed cabins are off a new driveway that extends just southeast of the new hotel structure. The other ten cabins are proposed along a new  portion of an extended  driveway that currently serves eight existing cabins. The extended driveway and the new cabins are located in an area of existing train track that will be removed. A hammerhead turnaround and overflow parking spaces are proposed on a second parcel (APN37-050-03), that has been previously developed with garden areas, a manmade pond, and a pergola structure. The overall project will involve the removal of  up to eight maples, five ponderosa pines, and two cedars for a total of 15 trees.

This project was originally reviewed by staff in October 2018. At that time staff had deemed the project incomplete citing the lack of several required special studies and inadequate document submittal. Applicant representative, Andy Cassano of Nevada City Engineering has provided the requested studies and addressed individual department comments in the Resubmittal Letter dated March 24, 2021, attached.

A Variance application has been submitted for disturbance within the Gold Run Creek setback. A portion of the proposed motel building, the parking area, nine of the twelve cabins and much of the proposed driveway are located within the 100-foot setback of Gold Run Creek. The closest structure is proposed at 15-feet from the creek edge and the closest disturbance area is as close as ten-feet. The applicant has proposed best management practices (BMPs) in order to avoid impacts to the creek.

The applicant is requesting to  extend the SL zoning to a 1.99  acre portion of the parcel  pursuant to Section 17.92.010 of the City Municipal Code. This lower portion of the parcel reflects a former southern city boundary and a tax line separating. When it was annexed to the City in 1972 (Annexation No 14, City Resolution 525) the property was split zoned with the “Service Lodge (SL)” zoning designation and the EC designation. The existing SL portion of the parcel (APN 05-490-19) is also overlaid with a Scenic Corridor designation.
