Finance and Administration
The Finance and Administrative Services Department is responsible for managing, securing and preserving the City of
Nevada City financial resources. The department is also responsible for administration in the areas of human resources,
risk management, utility billing, information technology and provides customer service for citywide departments, walk
and call in constituents and visitors.
Financial resources includes:
- Investment and oversight of cash management
- Investment policy and investment portfolio
- Preparation of annual operating budget, fiscal analysis and financial planning
- Preparation of Annual Financial Report
- Process the City’s accounts payable disbursements as governed by the City’s Purchasing Ordinance
- Process payroll for approximately 30 regular and 30 seasonal and temporary employees
- Revenue collection
- Grant and project accounting and reporting
- Debt Administration
- Processing and administration of the City Transient Occupancy Tax Ordinance and Business License Ordinance
Human resources includes:
- Benefits coordination
- Citywide recruitments and pre-employment screening
- Personnel matters and records management
- Worker compensation oversight
Risk management includes:
- Oversight of property and worker compensation insurance
- Manage claims against the town for property damage and personal injury
- Public Agency Risk Sharing Authority of California (PARSAC) board of directors
- Northern California Cities Self Insurance Fund (NCCSIF) board of directors
Utility billing includes:
- Maintenance of customer accounts
- Billing for water and sewer customers
Information technology includes:
- Administration of the information technology contract the City has with the County of Nevada
- Coordinates the technological needs and equipment purchasing of citywide departments
