12/8/21 update: Government Code Section 1031 defines persons employed in specified capacities to be peace officers in the state of California and authorizes certain entities to appoint and employ peace officers. Existing law establishes the Commission on Peace Officer Standards and Training within the Department of Justice to perform various functions involving the training of peace officers. Existing law requires peace officers in this state to meet specified minimum standards, including, among other requirements, that peace officers be evaluated by a physician / surgeon or psychologist and found to be free from any physical, emotional, or mental condition that might adversely affect the exercise of the powers of a peace officer.
State Assembly Bill 846 (AB 846) is a passed reform bill for law enforcement that expands the minimum standards for peace officers to screen for an applicant’s biases during the hiring process. As well, AB 846 requires law enforcement departments to review and revise peace officer job descriptions and law enforcement recruiting practices to emphasize community-oriented policing and de-emphasize paramilitary aspects of the job.
